Currently, China’s rolling mill industry clusters are accelerating regional integration and deepening specialized collaborative models, thus ushering in a new pattern of coordinated development. In terms of regional integration, industrial clusters such as the Yangtze River Delta and the Beijing-Tianjin-Hebei region, driven by both policy guidance and market forces, are establishing comprehensive industrial chains centered on high-quality equipment manufacturing. For example, the Yangtze River Delta region, leveraging special policies for intelligent manufacturing, is encouraging rolling mill enterprises and research institutes to jointly establish joint laboratories, thereby breaking through key technologies such as high-precision rolling processes and intelligent control systems. As a result, the region’s market growth rate has remained above 15% for three consecutive years. Meanwhile, the Beijing-Tianjin-Hebei region, through its industrial transfer and alignment mechanisms, is guiding mid-to-low-end production capacity to concentrate in Hebei and Tianjin, thereby creating a tiered division of labor and reducing homogeneous competition within the region.
The deepening of the specialized collaboration model is reflected in three dimensions: First, product division of labor has become more refined—leading enterprises focus on mainframe assembly and core component R&D, while SMEs concentrate on niche areas such as roll repair and spare parts supply. For example, China Steel Xingji and Ma Steel Heavy Machinery have collaborated on the forging steel support roller process, boosting production efficiency by 30%. Second, technological synergy and innovation are being promoted—Baowu Zhiwei has established a digital platform that integrates “manufacturing + services,” consolidating full-lifecycle data for rolling mills and providing cluster enterprises with value-added services such as remote diagnostics and process optimization. Third, service sharing is being extended—China Steel Xingji has activated regional human resources and reduced operating costs for SMEs through mechanisms such as shared workforce utilization and equipment maintenance services. This collaborative model not only enhances the overall competitiveness of the cluster but also creates differentiated survival space for SMEs.
